First off, I really like the photo!I have no idea what it means, especially since it has both the word Palestine and the Polish flag on it. One or the other would make sense, the word Palestine and the Palestinian flag would make sense, or the Polish flag with the word Poland would make sense. As it is, it makes no sense. To me anyway...
Love the shot, water towers in NYC have always been of some interest to me too, but I never took time to photography them, so I leave the exclusivity to you Daryl :). May be that either way the Polish flag or the "Save the Palistine" was there one before the other... Who knows?Have a great day,Louise
That water tower, sans graffiti, would be at home in any small town in Oklahoma. It would either have the name of the town or something like "State 2A Champs - 1987"

There was a water tower much like this one in the town I grew up in. They tore it down when I was seven or so. It was always so neat to see!
