  its to cover repair work to the brick wall
 I am guessing
 that the bricks
 are being replaced
 and 
the blue,
 not really a tarp,
 but 
for purposes
of 
this 
explanation
 lets call it that
 is 
protecting 
whatever
 is under it 
from 
the 
'weather'

 not
 that
 we've had any real winter weather
 since
 that insane snow fall
 on 
Halloween

  10. here in gawja they use those tarps to stop debris from flying out and hitting peoples not to stop the weather from getting in!
